To 31 December 2001 registered unemployed people at the age of 18 to 39 registered at the Labout Bureau were 2180. 83% of them were without vocational training, which lessens their chances of getting a job. Young people are wishing and would take the responsibility to participate in public life. They need knowledge about citizen rights and local government, psychological support and professional orientation. Supply of information about possibilities registered unemployed to become self-employed would contribute to their work orientation. Talks were conducted with Omourtag local authorities and the Labour Bureau, who welcomed the idea for supporting the young people in their social and labour realization.

To identify the target group a survey of registered unemployed in the municipality was conducted. The selected participants took part in seminars entitled Human rights and fundamental rights of the Bulgarian citizen according to the constitution of Bulgaria , Role of young people in local government , Civil Society, local authorities and NGOs , How to help ourselves?, How to register a firm? How to design a business plan?, The processes of professional qualification and job search, Taxation and social and health security.

Meetings with municipal administration, regional administration, Labour Bureau and NGOs. In the course of two months the young people have the possibility ot be consulted by an economist, lawyer and Labour Bureau expert.

20 unemployed young people from Omourtag and the villages Kamburovo and Stanets were acquainted with NGO activity, national and international perspectives of citizen participation, legal framework, possibilities for job realization and trained how to develop business plans.
