Background

The state policy conducted in the last years in relation with new documents, tax declarations, social assistance and other, increases substantially the number of citizens using the services of the municipal administration. This imposes the need to look for forms that would improve the system for one-stop-shop servicing of citizens. An inquiry was made of the experience of other municipalities, after which the mayor of Kula municipality made a proposal to the Municipal Council for principal agreement to apply for the program Improving the Services for Citizens of the Foundation for Local Government Reform.

Practice

After receiving unanimous support from the councilors for the Citizens Information and Services Center project, on the ground floor of the northwestern part of municipality building was separate premises with the total area of 78,70 sq.m. On the place of the existing doors were constructed desks for citizens servicing, giving information and a register desk for different types of services.


Access to the center was ensured for disabled people. The next steps in the realization of the project is to furnish the rooms supply the equipment and install it. For that purpose a computer network in the municipality was built, including the available computers and the new seven working places. A copying machine was also provided.


In order to answer the European requirements for citizens servicing Municipality of Kula, with the assistance of the Foundation for Local Government Reform (FLGR) conducted specialized training for the personnel in the administration. After installing the software a practical training was organized for the employees.


With the purpose of spreading more information about the center, the team working on the project prepared brochures about the different types of services and the fees for them.

During the realization of the project BGN 46 631 were spent, BGN 34 681 of which were provided by the US Agency for International Development and FLGR, and the other part by the municipal budget.

Results

A modern technical and programming complex was built meeting the contemporary requirements for distribution of information. By introducing computers, building a local network and using client-server oriented operating system and applications, the effectiveness of the administration was enhanced, the possibilities for taking administrative decisions were improved, the control and security of the data was bettered, the duplicating of information was reduced.


At the same time the administration was made friendlier and the policy of open doors was applied. The process of direct contact between clients and officers was improved and the effectiveness of municipal officials` activities was increased.


The information control was also improved. The preconditions for subjectivity and corruption were eliminated. The computer equipment available allows timely structuring, classifying and archiving the information with the high level of security and a possibility for receiving back information.
