Svishtov Municipality
Background
The first issue of the "Bulletin of the Public Employee" published by the municipality of Svishtov goes out in February 1999. The goals the municipal management wants to achieve through this information bulletin for internal usage are:
to increase the information level, the interest and the participation of the public employees in the objectives and the actions of municipality of Svishtov;
to create a cooperative spirit in the municipality employees;
to feature the priority activities of all departments in the municipality;
to raise the level of interaction between colleagues on questions of common concern, i.e. to increase the level of awareness of what is going on in "the kitchen" of the municipality.
The first issue of the "Bulletin of the Public Employee" published by the municipality of Svishtov goes out in February 1999. The goals the municipal management wants to achieve through this information bulletin for internal usage are:

Practice
The "Bulletin of the Public Employee" is published every month. The team which prepares the materials is comprised of the employees from the "Organizational" department. The resources of the municipality are used to produce the bulletin in terms of space and computers. It is circulated among the municipal specialists in the beginning of the month. The bulletin editorial team takes into consideration the information needs of the municipal staff.
In "Bulletin of the Public Employee" 1 the following topics are included:
historical and cultural calendar for the month;
the important ongoing and upcoming events at the municipality s departments;
legislation and normative acts published in the State Gazette;
meetings and other activities in the municipality.
In order to evaluate the usefulness of the first issue of the "Bulletin of the Public Servant" as perceived by the municipal specialists, a questionnaire is distributed among them. The results from the questionnaire reveal that the colleagues find the published information useful and opportune. Some of them express a desire to enrich the content of the bulletin by including comments of specialists from the municipality of Svishtov, by including more detailed information about the activities of the different departments, or information for the activities of other municipalities, by adding greetings, culinary specialties of the colleagues, hobbies, anecdotes and other materials which treat topics from the content, the volume and the internal organizational life of the municipal administration.
As a consequence of these results, the topics in Bulletin 2 are:
cultural and historical calendar;
a rubric "From the Experience of Other Municipalities" which presents the success story of the Center for Information and Citizens Services in the municipality of Stara Zagora;
a rubric "In March We ll be Treated By.." which lists all the municipal specialists with birthdays in March.
Bulletin 3 contains the biggest amount of information of the three which is due to the results from the survey and the reactions following the second issue of the bulletin. The topics are:
calendar for the month of April;
the echo from the meeting with the administration of the municipality of Belene;
a list of the different meetings and training events attended by the municipal specialists;
dates of expected visits of mayors and high guests in the municipality of Svishtov;
Upcoming meetings and other events;
a list of publications about and from the municipality of Svishtov in regional and national media;
a rubric "In April We ll be Treated by ".
