Background

The Municipality of Stara Zagora consists of 179 000 citizens. It includes the town of Stara Zagora (160 000 citizens) and 50 more villages, situated around it. The town itself is shaped by a central part and quarter areas. Hence, the Municipal Administration is structured of central municipal administration, five administrative bureaus, and fifty mayoralties. Mayoralties and administrative bureaus are administrative units, representing the municipal administration at the respective village or quarter. As a part of the administration, the administrative bureaus provide with services, which citizens seek most frequently: Sidewalk right licenses, License for tables in front of places of public resorts, Rent of land for temporary trade sites, Issue of building administrative number, Issue of administrative passport for a dog, Issue of manufacturer documents, Issue of certificate for postponed military service.

Practice

The municipal bureaus fulfil seven hundred and sixty services per month. Until recently, the administrative bureaus had restricted technologic abilities to provide services. They had no connection with the information system of the municipality, had not developed either unified application forms and technological cards, or automated program product. All that reflected the effectiveness of the administrative bureaus servicing, causing long terms for service implementation, non-coordination among the bureaus and the central administration, incorrect and partial information.


The concept of quick and easily accessible services served as a base for developing the Center for services and information. The division of the municipality in quarters and administrative bureaus is an excellent precondition for the realization of the idea. It all became possible by winning financing from project of the Foundation for Local Government Reform.


First, an Internet connection between the bureaus and the central administration was established. Specific Radio Bridge devices, functioning on approved frequency, were used for this purpose. They do not require a special work license; using them does not suggest any monthly payments to BTC or other companies the investment for this kind of infrastructure is terminative. The devices have the ability of crypting databases in real time, to create regulations for its use, to filter packets, and numerous other functions, which ensure the safety of the data transferred.


Simultaneously, the administration held a research about most needed of the bureaus` services and settled strict implementation procedure for each one of them. Unified application forms have been developed for each service. New technological cards have been introduced to the Secretary program product. The bureaus have been included as customers of the municipal database Documentation . Unified module Cash Desk is now in the process of testing, and later payments to the municipality will be registered in the municipal server, regardless of where the payment is done. Unified for the whole municipality is the module Municipal Property also in a process of development. This way, common database will be created, with possibility for use by each municipal official interested. In addition, the work of the central administration and the bureaus will be more effectively supervised. The most valuable part of this decision is that citizens will be able to apply for services at the most suitable spot, while this will not reflect on the quality or speed of the service implementation.

Results

Up to the moment, services offered by the administrative bureaus have been mostly in the sphere of economic policies of the municipality. The new connection provides possibilities for use of other modules from the information system, hence, fulfillment of services of other spheres of the municipal work. In this way, the bureaus will turn into sterling parts of the Center for information and services, where ninety-seven different municipal services will be offered.
