In its pursuit to better serve its citizens, the municipality of Dobrich-town, publishes a Catalogue of Services (March, 1998) and posts information boards in the municipality building (June, 1998). In February-March, 1998, an survey on how satisfied the citizens are with the municipal administrative services is conducted. Two radio shows are produced aiming to present the work of the municipal administration and the services it provides.

The Association for Plovdiv Renaissance, in cooperation with the Municipal Council-Plovdiv and with the assistance of USAID, experiments with an innovative mechanism for combining direct and representative democracy in local self-government. The application of a new type of public poll the so called "mini-referendum" or "Plovdiv-referendums" is carried out twice with the participation of more than 1,000 citizens. Since the Municipal Council makes changes in the Code of the Municipal Council, the referendums work as a "second chamber" of the local parliament.

In order to create an open dialogue with the citizens of the city, the Mayor of the Municipality of Smolian introduces Annual Reports to the Citizens from the very beginning of his mandate and one year after monthly reports of the Mayors of Mayoralities. This practice encourages the process of information exchange on particular municipal problems and at the same time creates basic stimulus for their solution; the practice also establishes a policy of transparency of the municipal activities.
