This is a project aiming to stimulate citizens participation on a local level and also to direct the attention towards an efficient utilization of the natural and architectural resources of the village of Bachkovo in order to develop a sustainable tourist product. The population is presented with the ideas of the ongoing activities in the framework of the project. As a result a strong citizens motivation and conviction that tourism should be one of the prior activities for the region is achieved. Those who showed interest towards developing small tourism business of their own are professionally trained.

The Municipality of Gabrovo issues a newsletter in order to inform the citizens about the most important projects and initiatives of the municipality, to stimulate citizens participation and public understanding of the government and development of the municipality and to give the citizens useful information.

The main aim of the Izgrev District - Municipality of Sofia is the realization of a workable dialogue with the citizens of the district. The most important actions undertaken by the Mayor and the municipal administration are the publishing of an annual Mayor`s report which is distributed free of charge to citizens post boxes; delivering of lectures on topical issues and problems; announcement of the current addresses and telephone numbers of important public institutions and authorities; opening of a reception room for free legal consultations.

In January 1999 a new institution - Ombudsman, or the so called Municipal Mediator, was registered in the Municipality of Koprivshtitsa. The functions of this person are to perform intermediary activity in the process of solving problems between the citizens and the local government authorities. Until May, 1999 the Ombudsman of the Municipality of Koprivshtitsa had received eight citizens` complaints. Four of them she has found groundless and the rest are successfully solved.

The creation of a system for information services for the citizens in the Municipality of Lovech is achieved by opening an Information Bureau and publishing a Directory of Services and Information for Citizens. In order to enlarge and stimulate their participation in local government a Citizens Consultative Committee is established and a Cooperation Agreement between local self-government and 19 NGOs is signed. The efforts of the municipal administration are supported by the local media.

In February 1997 the Regional Club of the Bulgarian Association for Fair Elections and Civil Rights (BAFECR) - Veliko Turnovo started a project, which is now more popular as the Citizens` Telephone Project. Through this telephone, the citizens of Veliko Turnovo submit more than 1190 questions to the municipal administration and 987 of them receive answer through the so called Open Studios.

The municipality of Dolna Mitropoliya issues the Municipal Newsletter in order to improve the information supplied to municipal officials and to the citizens of the Municipality. A questionnaire is attached to the Newsletter from which the municipal authorities collect feedback information from the citizens about their problems, needs and requirements, and thus improve the services supplied to the citizens.

The administration s out-of-office workdays in the quarters of Smolyan and in the mayoralties located on the municipality s territory, represent on-the-spot offices meant to provide services to the citizens. On a day, notified in advance, expert teams visit the villages and quarters. These teams comprise mostly architecture, construction and public-work experts but also experts on trade, healthcare, education, etc. The citizens receive services on the spot and their problems are rapidly solved.

When he came to office, Mayor Luchezar Rossenov of Dobrich introduced the practice of open weekly planning meetings, which have since become something of a tradition in the eyes of both City Hall officers and the media, national, as well as local. Every Monday, the Mayor holds his customary weekly planning meeting with the heads of departments, with the difference in Dobrich that any number of journalists are allowed to attend as they wish. The door is open to all.

The financial strategy of any organization is surely one of the most important indicators of its activities. The transparency of the financial planning process helps to gain public understanding and rally support for the City s efforts. A municipal staff team is currently involved in the development of an information program to raise local public awareness of the existing legal framework and the structure and implementation of the local budget. The first of a whole series of publications has been a brochure informing the local public about the 1998 Local Budget Report.
