Economic Development & Public-private partnerships & Intermunicipal cooperation
The partnership was evaluated very positively by the citizens, NGOs, local businesses and other local stakeholders and local authorities. There are plans for its expansion through the creation of a Local Initiative Group under the LEADER approach – through common efforts of the two neighboring municipalities within the National Programme for Rural Development 2007–2013 and the application of the LEADER approach in Bulgaria.

The administration of both municipalities made great progress towards fulfilling one of their main goals – protection and conservation of natural resources on the territory and closing of the unregulated dumps. In the field of waste management, local policy has complied with the EU regulations.

Even a quick Internet survey provides information on a number of municipal plans to cooperatively build and operate such a modern facility in compliance with national legislation and EU Environmental Directives.

The English investor Solas Newa Ltd. announced a competition called “Bonny village” for financing ideas in the Municipality of Straldja and that carried the mayors away into a race for proving their abilities to transform the villages. The Municipality supported the projects with 500 leva for every village.

The project ‘Travelling Cross-Border Clinic for Entrepreneurs’ is implemented under the PHARE Cross-Border Cooperation Program between Bulgaria and Romania. The travelling ‘clinic’ (helping center) presents an innovative and flexible model on how to assist small and medium sized enterprises (SMEs) on the spot. This approach will be applied to SMEs in the border area between Bulgaria and Romania.

The development of a financial management plan for the municipal roads entails the introduction of a systematic pavement inventory model, the calculation of the funding needed and the adoption of clear investment planning priorities. In reality, it related to creating better functional organization. The long-term goal is the Municipality, together with the utility companies, to formulate and implement a road maintenance strategy at minimum costs .

The municipalities of Veliko Tarnovo and Plovdiv initiated a systematic mapping of their bridges in order to assess their technical condition. The analysis of the data will provide an estimate of necessary interventions, design needs, urgent repairs, etc. Calculations and financial management plans were developed for the individual bridges. The provision of funding and the implementation of the repairs needed, as stipulated by the plan, will ensure effective long-term maintenance and safe use of the bridges .

The Municipality of Dobrich was included in the Bulgarian Technical Twinning Program in 1998. It is one of the six participant municipalities under the Local Economic Development and Marketing of Bulgarian Municipalities component that have most successfully utilized the proactive and focused management in local economic development planning and implementation. Trying to achieve a municipal priority related to investment climate improvement, the Municipality built a new industrial zone; improved the existing infrastructure in the industrial zones and promoted the businesses located in them; implemented a public works program in which businesses and citizens were actively involved and provided co-financing; worked to provide integrated administrative services; implemented a new management system ISO 9001:2000 and ISO 14000.
